The deadline applies to all CFIs, whether or not they intend to train foreign students, Robert Albracht, director of GA ops for the TSA, told AVweb yesterday. Luckily, compliance is fairly simple. The TSA program is available online, and takes about a half-hour to complete. At the end, the instructor can print out a certificate and retain it as a record of completion.
